令和元年10月、我国周辺での中露両軍の活動は依然として高い水準で続いている。防衛省統合幕僚監部が特異事象として公表したのは次の7件。(According to the Japan’s MOD Joint Staff, Russian and Chinese Forces movements around the Japanese Islands were kept active during October, 2019. Seven reports have issued.)
防衛省は2020年4月から始まる新年度予算案に、「我国主導の将来戦闘機の開発」を予算金額を明示しない[事項要求]の形で計上した。「将来のネットワーク化した戦闘の中核となる役割を果たすことが可能な戦闘機について、国際協力も視野にしながら我国主導で開発に着手することが必要不可欠である」と述べている。(The Japan’s Defense Ministry proposes to launch Future Fighter development in the next fiscal year., saying it should proceed even if a hoped-for international partnership cannot be arranged.)
米国では、無人機(UAS=unmanned aircraft)や将来の巡航ミサイルで使う小型で低価格のこれまでと全く異なるジェット・エンジンの開発に、二つの企業が名乗りを上げている。(Two U.S. engine manufacturers, “Kratos” and “Pratt & Whitney”, launches new small low-cost jet-engines for a new expendable unmanned aircraft and future cruise missiles.)
令和元年9月我国周辺でのロシア軍の活動はやや少ない。統合幕僚監部から３件が公表された。これに関しロシア太平洋艦隊広報部からオホーツク海で大規模な演習を実施した旨、報道があった。また中国からは、大型強襲揚陸艦の進水式が行われた件と海警局組織の軍事化が完了、とのニュースが報じられた。(According to the Japan’s MOD Joint Staff, Russian Forces movements around the Japanese Islands were less active during September, 2019. Three reports have issued. In addition, 1)Russian Navy Pacific Fleet conducted large scale combat exercise in the Sea of Okhotsk, 2)Chinese Navy proceeded a launching ceremony of a new large Assault Landing Ship [075], and has changed into a military organization of its Coast Gard.)
[F-16]は世界で最も成功した多目的戦闘機、35年前に米空軍に導入されて以来絶えず改良が加えられ、現在では世界25ヶ国の空軍で約3,000機が使われている。第4世代戦闘機として最も優れている[F-16 Block 70/72]は、第５世代戦闘機用の[AESA]レーダーと最新のアビオニクスを装備、構造を強化し寿命を既存機より50 %伸ばしている。先進型データ・リンク、ターゲテイング・ポッド、各種搭載ミサイル、GPS航法装置、自動地表衝突回避装置(Auto GCAS)、などの装備で、戦闘能力を一段と向上している。
近着の「クズネツオフ記念・ウリヤノスク赤旗・親衛ロシア海軍情報管理局」および[Sputnik News]に掲載された記事２件を紹介する。いずれも我国メデイアは簡単に述べただけ、詳しく報じられなかったニュースである。
令和元年7月の我国周辺での中露両軍の活動は前月とほぼ同じ。防衛省統合幕僚監部が特異事象として公表したのは次の6件。目立ったのは7月23日、中露両軍爆撃機４機による対馬海峡から宮古海峡に至る我国防空識別圏(ADIZ)内の飛行と、A-50早期警戒機の竹島領空侵犯事件である。(According to the Ministry of Defense Joint Staff Japan, Chinese and Russian Forces movements around the Japanese Islands were kept as usual during July, 2019. Six events were reported, including the four bombers passed through Tshushima to Miyako straights, and another Russian AWACS flew over Japan’s territorial airspace.)
2019年7月17日、JMU横浜造船所で海上自衛隊の最新イージス艦の進水式が開かれ、「はぐろ」(艦番号180)と命名された。2021年(令和3年)3月就役の予定で、これでイージス艦8隻態勢が整う。秋田、山口両県への地上配備型「イージス・アショア」の配備と合わせて、弾道ミサイル防衛システム(BMDS)の能力向上が期待される。
6月も中露両軍は我が国周辺で相変わらず活発な動きを見せている。注目すべきは、10日空母「遼寧」をを含む中国艦隊が東シナ海から宮古海峡を通過、太平洋に進出した件、20日にロシア空軍戦略爆撃機の２機が我が国領空を侵犯した件の二つ。(According to the Ministry of Defense, Chinese and Russian Forces movements around the Japanese Islands were kept high during June, 2019.
