29SS、3,000 ton 級・新型潜水艦 “たいげい” が進水

海上自衛隊の最新鋭潜水艦の命名式、進水式が去る10月14日、三菱重工神戸造船所で行われた。命名式で岸信夫防衛大臣が”「たいげい」と命名” と宣言すると、国歌君が代の吹奏と共に日章旗が翻り、続いて進水式に移り軍艦マーチの演奏で乾ドック(神戸造船所No.1 Dock) に海水が注入され、式典が終了した。(The launching ceremony for a Japanese Navy’s new diesel-electric submarine, conducted on October 14, 2020. Scheduled to be commissioned in March 2022, Taigei, means “big Whale”, will be followed by at least two more sister ships. The Taigei, 3000-ton sub., is equipped with improved detectability sonar system, and a lithium-ion battery system that ensure quiet operation and longer submerged endurance.)

令和2年9月、我国周辺における中露両軍の活動と、それに対応する我国自衛隊および同盟諸国軍の動きに関し、各國関係部門から多くの発表があった。以下のその項目と内容を列記する。（On September 2020 period, there are many military exercises and threats in the Indo-Pacific region by Chinese and Russian Forces, enforcing there political issues to Japan and allied nations. Matching to the enforcements, U.S.-Japan allied forces have proceeded counter measures in the region.）

中国は9月15日火曜日早朝、山東半島沖の黄海で海上移動可能な発射台船から２度目となる長征11型固体燃料ロケットの発射に成功した。(China conducted its second seaborne space launch early Tuesday (15th of September) morning, a Long March-11 solid propellant rocket lifting from a mobile floating platform in the Yellow Sea off the coast of Shandong Peninsula.)

北方４島の返還を要求する我が国に対し、「領土割譲を禁ずる」憲法改正を行って明確な拒否の意思を示し、去る9月3日に第二次大戦戦勝記念日祝典を行なったロシアは、近年ますます空軍力の強化に力を注いでいる。本稿では、近着のエビエーションウイーク・ネットワークに掲載されたロシア空軍に詳しい軍事専門家ピョートル・ブトースキー(Piotr Butowski)氏の記事を中心に紹介する。

(Against the territorial issue on the Kuril Islands of Japan, Russia has refused clearly by revising its Constitution to add a text “prohibit ceding any territories to the other countries”. 令和２年8月、我が国周辺における中露両軍の活動に関し、統合幕僚監部発表の3件を含み、陸・海・空各自衛隊幕僚監部、および付随してロシア国防軍、中国軍、米軍から多くの発表があった。注目すべきは、月末に中国ロケット軍が南シナ海に向け弾道ミサイル４発を発射した件である。(According to the Japan’s Defense Ministry, Russ & Chinese Military movements around Japanese Islands have been increasing ever. On August 26, China fired four ballistic missiles into the South China Sea, including DF-21D and DF-26B, one of the most noteworthy event in this region.)

空自「F-15 J」の近代化・「F-15 JSI」改修で米側と合意/改訂版

三菱重工とボーイングは”直接民間取引(DCS)方式で航空自衛隊が保有するF-15J戦闘機の大規模改修計画(JSI)を支援する契約を締結した。契約内容は、最初の2機の改修のために、ボーイングが図面、地上支援機材、技術仕様書、を用意する、2022年に開始して合計98機の改修を行う、というもの。(Mitsubishi Heavy Industries and Boeing have signed a Direct Commercial Sales(DCS) agreement to Japan’s fleet of F-15J. Boeing will provide MHI with retrofit drawings, ground support equipment and technical publications for the upgrade of first two jet. And the upgrade will extend up to 98 aircraft beginning in 2022.)

令和2年7月、我が国周辺における中露両軍の活動として、統合幕僚監部が発表したのは次の3件、関連して海上幕僚監部発表は3件、そして航空幕僚監部から2件あった。さらにロシア海軍情報局が2件、中国軍英文サイトから4件の発表があった。加えて中国海警局艦艇による沖縄県尖閣諸島周辺の領海、接続水域への侵犯は4月中旬以来１日も休むことなく7月末日まで108日間続いている。尖閣諸島侵犯問題については日本政府は中国側に厳重抗議しているが、無視され続けている。(According to the Japan’s Ministry of Defense, Russ & Chinese military movements around Japanese Islands have kept high and increasing. Penetrating the Sennkaku Islands territorial water by the China’s Coast Guard Vessel have continued more than 100 days.)

令和2年6月の我が国周辺における中露両軍の活動は極めて活発で、それに対応して我が自衛隊および米軍の動きも増えている。

令和2年5月、我が国周辺における中露両軍の活動および米国CSBAの報告 “日本に挑戦する巨竜”

令和２年５月、我が国周辺における中露両軍の活動として統合幕僚監部が発表した中露両軍の活動は1件のみ、しかし、中国海警局艦艇による沖縄県尖閣諸島周辺の領海、接続水域への侵犯は4月中旬から１日も休むことなく5月末日まで48日間連続した。この中には、5月8日、9日に発生した魚釣島領海で操業中の我国漁船への追尾事件も含まれる。殆どの我国マスコミは報道しなかったが、注目すべき報告書が米国で5月19日に発表された。米国の有力研究機関CSBAが、日中海軍力を比較した「日本に挑戦する巨竜：日本の海洋パワーに対する中国の見解」と題する報告書である。(According to the Japan’s MOD Joint Stuff, Russian and Chinese Forces movement around the Japanese Islands was one. The Chinese Coast Guard Ships, however, has being penetrates Japan’s territorial waters around Senkaku Islands, since mid-April to the end of May for 48 consecutive days. 防衛装備庁、レーダー/赤外線複合センサー技術で探知距離を拡大

防衛省・防衛装備庁は、開発中の複合センサー・システムを使うことで、来襲するステルス戦闘機、弾道ミサイル、巡航ミサイルなどの探知可能な距離を20 %拡大できる、と明らかにした。(The Defense Ministry of Japan has reported a 20 % improvement in detection range with a newly developed fused sensor system for use against stealth aircraft, ballistic missile and cruise missiles.)
